The Yunlin County Government took the initiative to set up an “Environmental Quality Supervision Team” on November 12th to conduct unannounced inspections of factories, stock farms, and composting yards in the county to fine violators and provide counseling for improvements. Follow-up and in-depth inspections are carried out as businesses are requested to enhance self-management, and citizens are encouraged to report violations to safeguard this clean-air environment. The relevant actions include: 1、One food manufacturing plant The joint inspection found that the plant was not operating in accordance with the “Stationary Pollution Source Installation, Operating and Fuel Use Permit Management Regulations Amended Clauses” and was reported in violation of Article 24 Paragraph 2 of the Air Pollution Control Act. 2、One stock farm in Douliu People frequently filed complaints and 69 joint inspections were carried out with 2 fines being issued; only 3 pigs remain on the stock farm as the Agriculture Department of the Yunlin County Government has hired experts to provide counseling for a transformation. 3、One stock farm in Linnei Inspections found several packs of poultry manure piled on the side of the road, which doesn’t match the location registered in the “Business Waste Cleaning Plan.” It was a violation of Article 31, Paragraph 1, Subparagraph 1 of the “Waste Disposal Act,” and disciplinary actions were taken against the stock farm. Furthermore, the inspection of the stock farm’s online report revealed anomalies in the Disposal Plan for Dead Livestock and Poultry Carcasses this October. It was a violation of Article 31, Paragraph 1, Subparagraph 2 of the “Waste Disposal Act,” and disciplinary actions were taken against the stock farm. 4、One biotech company in Linnei The inspection of the surrounding and on-site environments discovered materials such as winery and food-processing sludge piled up indoors, but there were no violations and the inspection team requested the company to enhance the cleaning of their storage areas; follow-up inspections will be made to monitor the improvements. 5、One stock farm in Gukeng The stock farm has registered raising 15,000 pigs. The inspection included the area and its surrounding environment, wastewater treatment facilities and operations, sampling and testing the water quality from outfalls and surrounding odors. The company was also requested to conduct sufficient self-management of waste disposal in accordance with the law, and make improvements to the odor and cleanliness of the storage areas to help maintain the fresh air quality of the nearby environment. Deputy Director of the Environmental Protection Bureau of Yunlin County Fu-yi Huang stated that the Bureau is continuously tracking and conducting in-depth inspections of possible sources of pollution, using technology for enforcement of air and water quality to proactively combatting violations and carrying out disciplinary action and providing counseling. The Bureau has called on everyone to monitor the quality of the environment, asking companies to conduct self-management while not taking any shortcuts. These inspections are carried out at all times so that these violators “have nowhere to hide.”
