Attaching importance to the fugitive dust problem at the Zhuoshui River over time, the Yunlin County Government has made significant achievements in dust remediation in tandem with the central government. Statistics of recent years (2017-2023) show that the Yunlin County Government has installed new ventilation systems for 658 classrooms in 61 primary schools, the Environmental Protection Bureau has washed dust off of up to 150,000km of streets and roads, and has completed the fortress dust removal and emergency response (including spraying Xanthan gum over an area of up to 722 hectares and clam shell pavement over an area of up to 30.5 hectares). Apart from reducing the number of dusty days from 59 days in 2017 to five days in 2023, over 90% less, the area of exposed land was also reduced from 1,500 hectares in 2017 to 567 hectares in 2023, with 933 hectares less and an improvement rate of 62%. These efforts have also restored up to four hectares of habitat for over 245 species of birds and turned the spot into a transit hub for migratory birds. The overall achievements are outstanding and have earned acclaim from all parts of society.
Yunlin County Government has also won numerous awards for the Operation Dust Hunt at the Zhuoshui River. In 2022 she was awarded the gold award at the Taiwan Sustainability Action Awards (TSAA) and was recognized with a gold award in the Best Environment and Culture Category by the FIABCI-Taiwan Real Estate Excellence Awards. In 2023, she further won many awards with the Xiluo Kung Fu Ecology Park, including the gold award in the Landscape Design - Public Landscape category at the TITAN Property Awards of the USA, the silver award at the MUSE Design Awards of the USA, and the silver award in the Landscape Design – National Landscape category at the London Design Awards of the UK. The Fourth River Management Branch of the Water Resources Agency was also awarded the High Distinction Award in the Excellence in Public Construction Quality Award at the 22nd Public Construction Golden Quality Award, the highest honor in public construction, with the “Zhuoshui River Xucuo Liao Section Overall Environmental Improvement Project”, and was recognized by the 5th Government Service Award with the “Fugitive Dust Control Public-Private Partnership: Towards Placemaking Together”. Currently, based on “Taiwan Sustainable Development Goals-Core Target 3: Ensure and promote health and well-being for all age groups” is the focus of the Action Plan Phase III of the Executive Yuan. Through sustained dust prevention measures, river blue and green infrastructure will be built, sustainable and resilient river environments will be developed, and contingency mechanisms will be strengthened to reduce the occurrences of fugitive dust. The Yunlin County Government will also cooperate with this action plan to implement fugitive dust prevention, evacuation drills, alert and reporting, environmental monitoring, mass publicity, environmental clean-up, and various tasks under the “disaster prevention and response” framework covering emergency response and outdoor burning.
As many people visit the art and cultural landscapes alongside the Zhuoshui River (such as the Xiluo Bridge, Butterfly Park, and Xiluo Kung Fu Ecology Park) on holidays, the Yunlin County Government will continue to collaborate with the central government to restore the local ecosystems through sustained dust prevention measures, such as river dredging, vegetation greening, and afforestation, to develop habitats and environments suitable for biodiversity after remediating exposed land. In the future, the Yunlin County Government will also continue to improve environmental quality and develop the Zhuoshui River into a waterfront park for eco-tourism and eco-recreation so as to achieve the win-win effect of ecological restoration and fugitive dust reduction in tandem with the central government.
