Self-Governance Ordinances on Vehicles in the Xiluo Fruit and Vegetables Market Going Through Third Reading
The Self-Governance Ordinances on Vehicles in the Xiluo Fruit and Vegetables Market, drafted by Yunlin County Government, had been reviewed and amended, and was passed by the Yunlin County today (June 17th). The Ordinances will be promulgated and put into force after having been submitted to the central governing authority, the Environmental Protection Administration of Executive Yuan (EPA) for its approval.
The existing fruit and vegetable diesel trucks are self-assembled vehicles, to which the Motor Vehicle Office cannot issue license plates due to the nature of such vehicles not complying with the Vehicle Safety Type Approval Management Regulations of the Ministry of Transportation and Communication. On the other hand, drivers of the current electric vehicles can qualify for subsidies only after the trucks pass inspection by the competent authority according to the Verification Specification for Transportation of Electric Truck Suited to the Fruit and Vegetables Market of Xiluo enacted by EPA; in other words, the specification, functions and safety of the electric vehicles shall be deemed qualified only after rigorous inspection. Given this premise that limits the use of electric trucks in the Market, after several consultation meetings among relevant authorities governing traffic, agriculture and police, as well as under the directive of EPA, the local government is granted the authority to establish the self-governance ordinances regarding the electric trucks, within the registration and license plate issuing system for further management. In addition, to solve the issue of air pollution caused by vehicles in the Market, diesel vehicles and two-stroke scooters are included in the control list; the control will be implemented stage by stage. The Environmental Protection Bureau of Yunlin County Government will hold another consultation meeting and invite Yunlin County Police Bureau, Xilou Township Office and the businesses in the Fruit and Vegetables Market to discuss the assignment of responsibilities to achieve the optimum control.
Starting from three months after the ordinances take effect, only the diesel vehicles which are less than two years old or pass the Chassis Dynamometer Smoke Test within a year will have access to the Market. Violators or owners of the vehicles involved shall be fined NT$ 1,000. Two years after, self-assembled diesel trucks and two-stroke scooters are prohibited from entering the Market; violators or owners of trucks and scooters involved will receive a penalty of NT$ 3,000 and NT$ 500, respectively.
Lin Chang-zao, Director General of the Environmental Protection Bureau of Yunlin County Government, appreciated the support of Yunlin County Council and appealed to the current diesel truckers to replace their old trucks with new ones, or to use electric ones instead. Those who observe the policy within the designated period can qualify for a subsidy of NT$ 165,000 maximum, or they will not be allowed to receive the subsidy or have access to the Market. The policy is intended to mitigate air pollution in the Market and safeguard the health of the public, in order to achieve the vision of "less carbon, more fresh vegetables, and living a healthy life every day", and to promote the Market as a national low-carbon exemplary area.
