Response to [EPA’s reply on September 17, 2012 to queries from NGOs concerning Formosa Petrochemical EIA and request for apology] and [Taiwan Environmental Protection Union and scholars call for stoppage of expansion of the sixth naphtha cracker plant]
I. Regarding the 221st meeting of the EIA Review Committee on September 7, 2012, several legislators and representatives from environmental protection NGOs held a press conference in front of the EPA. A press release issued on that morning contained information and data said to be from the [Taiwan Emissions Database] (version TEDS7.1) published online by the EPA in January 2011, stating that the amount of NMHC emissions of the petroleum refining industry was 9,773 metric tons. II. According to Taiwan’s Environmental Impact Assessment Act, any development or change of a proposal related to the sixth naphtha cracker plant should be reviewed and overseen by the EPA. Whether or not the total VOC emissions of the sixth naphtha cracker plant exceed the EIA’s committed value should also be subject to oversight by the EPA according to law. III. Following meetings and discussions held by the Department of Air Quality and Noise Control at the EPA on March 14 and April 17, 2012, the Department tasked Yunlin County government with checking and verifying the total VOC emissions of the sixth naphtha cracker plant according to the Air Pollution Control Act. The county’s EPB held expert advisory panel meetings on May 15 and June 7 respectively, confirming the methods of calculating and verifying the VOC emissions of the sixth naphtha cracker plant. (The calculation methods should include 5 additional items, i.e. abnormal emissions from combustion towers, paints and coatings, cooling towers, storage tank cleaning activities and repair, maintenance and overhaul). The EPB sent two documents to the EPA on June 13, including [Yunlin Offshore Basic Industrial Park VOC Emissions Calculation Guideline and Operating Manual] and [2011 Total Verified VOC Emissions of the Sixth Naphtha Cracker Plant.] According to EPA confirmation, the total VOC emissions of the sixth naphtha cracker plant for 2011 amounted to 3,739 metric tons. Also, the specified calculation methods were adopted and verified by the EIA Review Committee at the 219th meeting on July 25, 2012.
